​This page provides information about some of the most important standards for electronic collaboration between organizations in the health and care services.

Requirements for software functionality in ICT systems

The following two standards are used by organizations in the health and care services when they send or receive messages.

 a) ebXML Framework

The standard is a profile of the ebXML Message Service Specification version 2.0 from OASIS and UN/CEFACT, which describes a framework for electronic communication.

The framework defines an XML format for an envelope that can be used as a container for electronic messages as well as processes for receipt acknowledgement, reliability of message transfer, and security. The standard describes how the ebXML envelope is to be used to exchange information between organizations in the health and care services.

b) Application acknowledgement message

The standard describes a type of message used to provide confirmation that a specific message has been received and can be read by the receiving application, or alternatively notification of possible errors in connection with receipt. The application acknowledgement message will always be part of a transmission process in connection with the receipt of a health care related message.

Requirements for messaging functionality

For sending and receiving messages, the following standards are used:

1. Discrepancy message

The standard is used to send a message about a discrepancy that involves information about a patient in connection with electronic collaboration, for example in the case of inadequate information or incorrect sending of a message that is not due to a technical fault.

2. Referral message

The standard describes a type of message used for sending referrals from referring health care providers to an organization in the specialized health services. A copy of the referral can be sent to other relevant parties, such as the patient's general practitioner (GP), or to the municipal health and care services. The standard is based on a subset of the CEN pre-standard ENV 12538.

3. Discharge letter

This standard describes a type of message used for electronic transfer of discharge  letters at the time of discharge from a health institution to admitting or referring health-care providers, the patient's GP, and if necessary to other health-care professionals who need the information in order to provide appropriate follow-up for the patient. The standard is based on a subset of the CEN pre-standard ENV 12538.

4. Reporting of results from biochemical tests

This standard describes a type of message used to send the results of a laboratory test in medical biochemistry to a service requester and/or to other relevant recipients. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

5. Reporting of results from microbiological tests

This standard describes a type of message used to send the results of a laboratory test performed in microbiology to the service requester and/or to other relevant recipients. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

6. Reporting of results from immunological tests

The standard describes a type of message used to send the results of a laboratory test performed within immunology to the service requester and/or to other relevant recipients. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

7. Reporting of results from pathological examination

This standard describes a type of message used to send the results of a laboratory test performed within pathology to a service requester and/or to other relevant recipients. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

8. Reporting of results from radiological examinations

This standard describes a type of message used to send the results of a completed radiological examination to a service requester and/or to other relevant recipients. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

9. Requisition/referral radiological examination

This standard describes the type of message used for sending a requisition from a service requester to the specialized health services or to a private radiology institute. The standard is based on the European pre-standards ENV 1613:1995 and ENV 12539:1997.

10. Sending of information from a patient’s health record in contact with the hospital (admission report)

This standard describes the type of message used to send an admission report from nursing and care services to a hospital in connection with admission. The message contains information that is important in connection with the hospital stay.

11. Sending of information to the municipality that a patient is regarded as requiring municipal health and care services after discharge.

This standard describes a type of message used when a health institution is to notify the municipality that a patient is regarded as needing municipal health and care services after discharge, and no previous notification of this has been sent.

12. Sending of information from the patient's health record in contact with the patient's regular GP

This standard describes a type of message used for sending information from the health record in connection with the ongoing contact between the nursing and care services and a doctor.

13. Sending of information about services provided

This standard describes a type of message used to provide information about the services that the patient/user receives from nursing and care services.

The purpose is to contribute to increased cooperation concerning the patient/user. The message is sent from the case manager when a decision on municipal health services is sent to the patient/user. The message may also be sent in connection with other services, and at the request of a doctor, patient or family member.

14. Sending of information about the patient from the health record in connection with the establishment of services

This standard describes a type of message used in connection with the establishment of a new service from the nursing and care services and in connection with ongoing contact between the nursing and care services and the GP.

15. Sending administrative information associated with a hospital stay

This standard describes a type of message used to meet the need to transfer administrative information related to a hospital admission, discharge planning and discharge itself. The messages do not contain any health information about the patient.

16. Request for information about a patient and response to such a request

This standard describes a type of message used to send a request or reply to a request in connection with patient pathways involving the nursing and care sector.
